The GTA: Vice City Story and Ending, Explained
Vice City's plot is a revenge story wearing a crime-empire story's clothes. It is also, in retrospect, one of the tightest narratives Rockstar has written. Here is the whole thing.
Full spoilers below. To play it first, the free browser version runs the complete story with no download.
Before the game starts
Tommy Vercetti spent 15 years in prison in Liberty City, taking the fall for the Forelli crime family after a job in Harwood left a lot of people dead. He served the whole sentence and said nothing, which is the only reason the Forellis still deal with him.
The setup
In 1986, Sonny Forelli sends Tommy south to Vice City with cash to start a drug operation. The stated reason is opportunity. The real plan is colder: get Tommy out of Liberty City, let him build something with his known talents, and then "pay him a visit" once the business is worth taking.
The deal on the docks is ambushed. The money and the drugs are gone, Tommy escapes with his lawyer Ken Rosenberg, and Sonny wants his money regardless of whose fault it was. The entire game runs from that debt.
The middle: working the city
Tommy has no leverage, so he sells his services to everyone who might know something — Colonel Cortez, the property developer Avery Carrington, the Cubans under Umberto Robina, the Haitians under Auntie Poulet, and Big Mitch Baker's bikers. Each strand pays, and each one moves him a little closer to the answer.
He also picks up Lance Vance, who is in Vice City chasing his own revenge, and the two end up working for Ricardo Diaz — the city's reigning drug lord.
The turn
Diaz ordered the ambush. Tommy and Lance kill him in "Rub Out" and take the Vercetti Estate on Starfish Island. From here the game changes genre: instead of running errands, Tommy buys businesses, and the story is driven by property. He assembles a genuine empire — clubs, a print works, a film studio, a taxi firm, a boatyard.
The ending: "Keep Your Friends Close…"
Sonny finally comes to Vice City in person to collect. Tommy plans to pay him in counterfeit money from the Print Works. At the handover, Lance betrays Tommy — he has told Sonny about the fake cash — and when Tommy asks why, Lance says it is just "business."
A running gun battle through the mansion follows. Tommy kills Lance, then kills Sonny.
What the ending means
Everyone who set the 1986 ambush in motion is dead: Diaz who ordered it, the Forellis who sent Tommy into it, and the partner who tried to profit from it. Tommy started the game as Sonny's errand boy and ends it as the undisputed ruler of Vice City, with the entire empire he built during the campaign and no boss taking a cut.
The title is the joke and the thesis. Keep your friends close — Tommy did, and his friend sold him out at the only moment it mattered. The lesson the game actually teaches is that in Vice City there are no friends, only positions, and Tommy is the last one standing because he understood that first.
Where it sits in the series
Ken Rosenberg survives and reappears in San Andreas, tying Vice City into the wider timeline — see our comparison of the two. And in November 2026, GTA 6 returns to Vice City with a completely different structure: two protagonists who actually need each other, which reads almost as a direct answer to Tommy's ending.
